The difference is in the hardware

The classic BG60 cards are loose, so a finished card can be lifted from the stand without opening rings. The stand also has a slot for a pen or pencil. The pen or pencil is a possible companion, not a stated part of the SKU.
If you want cards held together by two rings instead, compare BG60(R), the ring-bound B7 format. Both are B7; the stand and card handling are the useful distinction.
